Sure, in states that allow them.

I thought shotguns needed at least an 18 inch barrel. This one is only 6.5 inches. Are they trying to pass this off as a " the judge" type weapon ? When  try to go to their home page, the link gets broken and I can't access it.

It's legal because it doesn't have a buttstock I think . And the forward vertical grip is ok if its on a pistol and not a rifle . Or that's the way I understand that to be but I am no expert so someone
here who is would know more about that . One thing for sure like with those AR15 pistols you had
better have some ear protection on when you shoot this thing .

To be legal it must have a rifled barrel.  That makes it a pistol and not a shotgun.

It might be legal if you pay the feds for the permit AND your state allows it.

From the Serbu site......

"
What the hell is this NFA stuff?  NFA stands for the National Firearms Act, which was passed by Congress in 1934.  The NFA provides for the registration and tax of certain types of weapons: machine guns, silencers, short-barreled rifles, sawed-off shotguns and gadget guns (which are considered to be AOWs- Any Other Weapon. Obviously, the BFG-50 rifle is NOT an NFA weapon, though there are bills in Congress working to change that). The popular story is that the NFA was passed to help curb the violence of the "Roaring '20s", brought about mostly because of Prohibition.  Anyone who knows anything about the way our Federal Government works will realize that with the ending of Prohibition in 1933, something had to be done with all those Treasury agents, and enforcing a new batch of bogus laws was just the ticket.  The $200 tax levied by the NFA ($5 for AOWs) was, in 1934, an incredibly large sum.  Now it's mostly an annoyance.  The bottom line is that yes, you can buy a machine gun, silencer, or other similarly evil weapon (that's a joke, of course...evil is not a trait which objects can possess), provided that you live in a state which allows them.  You'll have to jump through a few hoops and pay the tax, but at least you can still buy this stuff.

If it was built as a pistol and has a rifled barrel then it is legal as a Taurus Judge .45/.410. The recoil would be tremendous though.

But it was not built as a pistol. Serbu buys pistol-gripped shotguns and cuts down the barrels. Therefore it is classed as an AOW and requires the fed tax and state approval. Serbu builds and sells them, they ought to know what it is.

doesn't look particularly attractive to me. I'm not even a fan of pistol grip shotguns. I've shot them. don't like 'em. Give me a regular stock, correct length of pull for me, and an 18.5-20" barrel, and I'm well-equipped for social misfortune.

It is indeed a legal class 3 firearm requiring a federal tax stamp.
You can buy the Remington for the price shown, AND pay the $200 stamp fee, or, you can buy a Mossberg in the neighborhood of $400 and pay only $5 for a stamp.
The Remington falls under the AOW catagory and the Mossberg doesn't.
A policeman freind of mine has one and it's not bad at all to fire. It gets tricky using it for a concealed carry because ATF has to allways know of it's geographical whereabouts.
