  When it comes to expanding Medicaid..Rick Perry tells the Feds to "stuff it"..
   Texas can likely afford to go it alone..with all the lucrative businesses & jobs moving to Texas from liberal persecuted states such as New York & California.

The problem with these programs is the states get the funds via block grants, that are somewhat fixed.  By expanding the program per Fed guidelines, they run a very real risk of the costs FAR exceeding the grant, and pushing the whole into insolvency.
 
The same holds true for the health care "exchanges".

The first rule for Medicaid should be that you must be an actual citizen of the state and number two should be that a co-pay be required. 


I belong to an HMO where membership is required.  It is a very large HMO, has its own doctors and hospitals and your health care is based on pre-payment, but even there we have a small co-pay.  That's right, there are no Medicaid patients.
