Yes, an intentional oversight!
Since there was no bill of rights involved they don't have to adhere to the law.
Just another way for the liars to get around something that otherwise would be illegal.
I think what they did is illegal in it's own right and anything he does should be null and void until he is sworn in the correct way!

There's nothing really new here; Dumycrats have always been devious, dishonest and unconscionable liars.  They do seem to be getting more bold about it, though.

It doesn't make any difference about the Bill Of Rights. They pay no attentions to the laws they don't like and enforce only those that benefit their agenda.
