 Kerry says US will sign UN treaty on arms regulation despite lawmaker opposition  Published June 03, 2013
FoxNews.com     Secretary of State John Kerry said Monday that the Obama administration would sign a controversial U.N. treaty on arms regulation, despite bipartisan resistance in Congress from members concerned it could lead to new gun control measures in the U.S.
Kerry, releasing a written statement as the U.N. treaty opened for signature Monday, said the U.S. "welcomes" the next phase for the treaty, which the U.N. General Assembly approved on April 2.
 
"We look forward to signing it as soon as the process of conforming the official translations is completed satisfactorily," he said. Kerry called the treaty "an important contribution to efforts to stem the illicit trade in conventional weapons, which fuels conflict, empowers violent extremists, and contributes to violations of human rights."
The treaty would require countries that ratify it to establish national regulations to control the transfer of conventional arms and components and to regulate arms brokers, but it will not explicitly control the domestic use of weapons in any country.
 
Still, gun-rights supporters on Capitol Hill warn the treaty could be used as the basis for additional gun regulations inside the U.S. and have threatened not to ratify.   
Last week, 130 members of Congress signed a letter to Obama and Kerry urging them to reject the measure for this and other reasons.
"As your review of the treaty continues, we strongly encourage your administration to recognize its textual, inherent and procedural flaws, to uphold our country's constitutional protections of civilian firearms ownership, and to defend the sovereignty of the United States, and thus to decide not to sign this treaty," the lawmakers wrote.
 
The chance of adoption by the U.S. is slim, even if Obama goes ahead and signs it -- as early as Monday, or possibly months down the road. A majority of Senate members have come out against the treaty. A two-thirds majority would be needed in the Senate to ratify.
What impact the treaty will have in curbing the estimated $60 billion global arms trade remains to be seen. The U.N. treaty will take effect after 50 countries ratify it, and a lot will depend on which ones ratify and which ones don't, and how stringently it is implemented.
The United Nations has organized a high-level signing ceremony at U.N. headquarters on Monday -- a sign of the treaty's global importance -- and several dozen countries are expected to sign, the first step to ratification.
The Control Arms Coalition, which includes hundreds of non-governmental organizations in more than 100 countries that promoted an Arms Trade Treaty, said it expects many of the world's top arms exporters -- including Britain, Germany and France -- to sign alongside emerging exporters such as Brazil and Mexico. It said the United States is expected to sign later this year.
 
The coalition noted that more than 500,000 people are killed by armed violence every year and predicted that "history will be made" when many U.N. members sign the treaty, which it says is designed "to protect millions living in daily fear of armed violence and at risk of rape, assault, displacement and death."
Many violence-wracked countries, including Congo and South Sudan, are also expected to sign. The coalition said their signature -- and ratification -- will make it more difficult for illicit arms to cross borders.
The treaty covers battle tanks, armored combat vehicles, large-caliber artillery systems, combat aircraft, attack helicopters, warships, missiles and missile launchers, and small arms and light weapons.
 
It prohibits states that ratify it from transferring conventional weapons if they violate arms embargoes or if they promote acts of genocide, crimes against humanity or war crimes. The treaty also prohibits the export of conventional arms if they could be used in attacks on civilians or civilian buildings such as schools and hospitals.
In addition, the treaty requires countries to take measures to prevent the diversion of conventional weapons to the illicit market. This is among the provisions that gun-rights supporters in Congress are concerned about.

I dunno Brett if its like most places the UN is largely ignored. They show up now and then but they
are usually no match for the locals. Everytime they ever try and show some muscle the militias
put them back in their place real fast. Look how ineffective they were in the Balkans.
And in Africa they got thier collective bu++s kicked by tribes no less.
I feel this iś largely symbolic aimed at showing Obama is doing something besides acting like a pimp.

No, there won't be any revolution over this.  I've seen very little media coverage, so, very few citizens are even aware of it, and even a lot of those who are aware of it, don't understand the repercussions.


If its like anything elsewhere it will only mean a bunch more laws with yet another bunch running
around in uniforms acting important. The UN is still corrupt, takes bribes, and try's to stay out of
sight. Thier logistics are a nightmare anything intended for them gets snatched up along the way.
In the Balkins the joke was that the UN was the largest supplyer of arms and commodities for both
sides. Of course it wasnt intended that way but no one took them seriously.
Thier troops ended up held up in farm houses starving to death and there wasnt 10 rounds of ammo
umoung all of them. The militias had them where they wanted them and that was in a siege.
They circled like wagons what little armor they had left they didn't have any fuel.
No one would help them they all had their own problems and their communication with each other
was nonexistent. UN involved combat kills were next to zero while their casualties were through the
roof.

Well run militias are not the joke the redcoats made them out to be. Militias are exceptionally hard
on mercenaries and that is how a lot of the UN is viewed.
It isn't their fight or their business some UN soldier from Pakistan had no business or authority
in Bosnia. They were stacked up like cordwood and by both sides no less.

They've had their plans coming together before and they didn't amount to a hill of beans in the real
world. Let em laugh that was what was going on after the UN entered Bosnia and Somalia.
No one followed their laws not even the ones who called them in.
It was a death sentance to even be seen around around the UN or to talk to them.
Radio communication with the UN was a good way to get a missile to come down on you.
Fraternization with the UN was a sure way to have a tank roll through your house.
Americans have never had this on their own soil before but I'm sure the results would be the same.
Snipers ruled both day and night hardly anything moved out in the open.
Lots of deer rifles around here in America and some pretty good shots at that.
The UN was pinned down two days after its deployment in Bosnia, no supply's, no reinforcements,
lots of wounded and dead. While the air war raged overhead killing anything that moved on the
ground friend or foe. Colateral damage they called it in other words no one cared.
And I haven't even touched on the Russian / Georgian war, the UN after Bosnia was afraid to get
involved but they did send in advisers. Advisers that were never heard from again.

Like I have said before, this has to be confusing to them and not at all what they had expected out
of us. Is this deal with the UN a part of their plan or an admission that they need help?
I would bet on the latter they have failed in just about everything they have tried.
Meanwhile Obama gets less and less popular with real world governments who think he is a stooge.
Dangerous yes, but in no way a leader unless its over his own little world.
Which they would have no problem in blowing that out from under him if he continues to be a
nuclear problem. The sad thing is how many of us will he take with him?
Chicago and its thugs are not the center of the world, he is way out of his league.
Oh and by the way, other country's have guns also and many of them know how to use them.

But what is the time frame during which a Treaty signed by the President but not presented for ratification may remain pending? I don't know. But one tactic the Anti-Constitutionalists may use is to sign and not present for ratification until the votes are there, the aftermath of the next mass shooting for example. With a favorable Supreme Court, they might then argue that a2/3 majority in the Senate also constitutes an "override " of the Second Amendment.  Were I on their side of this issue, it is certainly something I would try rather than wasting the opportunity by sending it for ratification now.

We've already had how many sheriff dept. come out and not back the gun laws they pushed. Pretty sure quite a few police depts./officer's will do the same. Who do they think will enforce them? The UN?? ;D ;D ;D  They had a hard time in Europe trying to settle the disidents that were carrying bolt action Mausers. They couldn't handle the rednecks in W.Va. with their SKS's in the rifle racks, let alone some cowboys in Texas. gypsyman

People will do a lot of things when a bunch of blue helmets start pushing their weight around.
Especially when its in their own country. The UN is nothing but thugs who by all accounts are
mercenaries who will loot anything they can. And they will shoot anyone who gets in their way.
They rape, they steal, and they will sack your towns if you let them.
But as far as real soldiers they suck, they have good advisers but the average UN soldier anymore
is dumber than mud. America is a bee hive of combat veterans, how do you think it would go for
the UN here?

Does this mean that the only major conservative media is being bought not to push the issue? Paul and the NRA don't seem to be able to get enough "contributions" to  give the story much voice. Fox must be sceptical that their listeners can get the numbers. ear

The mid term election will be the answer as to if Paul , the NRA and Fox are making progress.
 
A treaty will not effect all guns. There are stories where in Mexico when old buildings are torn down they still find 7mm Spanish Mausers and bandoliers of ammo. Same for Europe they still find stashes of weapons from ww-1 and ww-2. In England and Canada maybe down under also there are weapons buried most likely. Then there are the millions of AK-47 around the globe . Words on a scrap of paper vs. all those guns . It seems 12  million illegals can't be found and they need food and water how will they find 80 million weapons that need little care ?
 Want to worry look at ammo. it is a fragile link in the gun issue.  Hunters and shooters have cause a shortage and caused prices to inflate beyond reason. Just think what would happen with just a bit of help from the UN or a govt. agency. Just think what would happen if some law was passed where no military ca. ammo could be sold to civilians.  Or no ammo could exceed 1200 fps. or no lead . The ammo could cripple the idea of free to own guns.
