.22 for game birds

How does one go about attempting to change the laws? I would like for it to be legal to hunt non-migratory game birds with rimfire firearms. I always have my browning Buckmark on my hip when I'm at the cabin and many is the time a grouse didn't end up as camp meat for supper because I didn't have a shotgun with me.  I'm talking about birds on the ground or perched in a tree-not flying. I don't see how this would be anymore "dangerous" than rabbit or squirrel hunting, and fresh grouse brest fried over a campfire is dang fine eating.

Each state is different.  It is something that would have to be brought up with your states game commission.  Here in PA, a rimfire is legal for all small game, including birds.  I usually pot 2 or 3 pheasant a year with a 22 handgun, on the ground, usually moving.  In my opinion, its no less sporting then shooting one with a shotgun on the wing with a 30 inch pellet spread, and just as safe as shooting at a rabbit.
