In my state I drop my ballot in a special "ballot box" outside of City Hall. This is a permanent box that has nothing to do with the mail service. 3% non returns is way better than the average election where less than 50% of eligible voters even bother to vote... In this country you only need to get about 25% of the eligible votes to get elected... the rest of the people are too busy on facebook or twitter to bother to vote :'( . Maybe they should hold elections on facebook
That way, you need not show identity to prove you are an eligible voter, nor does it have any way of making sure that the person who casts the vote (in the box), is the one who the ballot was sent to.
As I see it, that opens the door to all kinds of fraud.
A) People can steal ballots from mail boxes..
(B) An unsavory person who is in charge of more or some less helpless persons, such as an operator of a nursing facility or rescue mission, can vote for their charges.
(C) Where no identity is physically checked, ballots of winos, addicts etc., can be purchased.
Nope, too much room for fraud.. Besides, if our vote is worth anything, it is worth the "bother" to make sure it is a honest as possible !
