Sure does. Shipping bill of Laden has to Hazmat coded, and placard, as does the container.

I understand now. I buy my powder and primers from places that sell them as a business (Midway Grafs ect.) and they have the paperwork to ship. Where as a private individual wouldn't most likely have the paperwork.
