I am not sure what you mean by "chill factor", but any circulating air (air passing near an object animate or inanimate) causes an increase in heat transfer from the hotter object to the cooler object. That is why you fell colder when there is a "wind chill factor", the moving air causes you to lose heat faster. This is why they put fans on stuff they want to cool faster; electronics, radiators etc..
Wind chill applies only to people and animals. The only effect wind chill has on inanimate objects, such as car radiators and water pipes, is to more quickly cool the object to the current air temperature. The object will NOT cool below the actual air temperature.
National Weather ServiceIT does not cause an object to react at if it were less that the still air temp. ,therefore; wind chill doe NOT EXIST.
To say it is the equivalent of -x, y or z is asinine bs used to dupe the ingnorant public.
I just walked out side to get the mail and newspaper wearing a long sleeve shirt and socks, nothing more; it is -11 right now with a 6 mph wind. The BS Gov. wind chill calculator says that is the equivalent of -25.

I went out a few days ago when it was -18 without a jacket but fully clothed and I hustled to get the newspaper and mail quickly, real -18 is a world apart from the Wind Chill temp. they sucker people with.
Those extra 7 degrees make a world of difference.
At -20, things get nasty.
