  Tioga county, actually is a rural county..EXCEPT..it has Ithaca College and Cornel University, both located at Ithaca, which is most of the population in that county! ........Which explains the stupid actions by their respective elected leaders.

   Probably Ithaca still deserves it's old nickname...
