I was just being facetious or flippant
or something like that.
It's pretty obvious how infectious diseases
get to our shores from other places, and
how they're spread throughout the population.
The preventative measure is also as obvious
and that is to not allow sick people to set
foot in the country whether it chaps somebody's
butt or not. Very simple foolproof inexpensive
solution. People don't like simple solutions
to problems these days for whatever reason.

of imported disease has cost the American
taxpayers so far?

This is actually a very tried and true course.  But of course NO ONE will stand for it.  If you think masks are invasive....  Also "lock out" the "sick" people???  We get 80% of our consumer goods from China, who is going to bring it in???  Quarantine the ships for 2-4 weeks?  I can see that playing very well.
