How did they get to the roll?  Kind of smell a rat, how did the OP see this anyway? Hard to tell, but I guess some may have a smoke colored lid, but still.  Usually those machines are closed, with a lock, so that nobody can steal the roll.   If this is true, then this must have been an employee, or druggies are carrying TP keys now.

  Don't know the details of course, but it seems quite scary to me.  Guess it wouldn't hurt to check, if one lives in a drug infested area.
