The developers of the Miami condo tower that collapsed were once accused of paying off local officials to get permits for the site — which needed $15 million in repairs just to bring it to code, a new report says.

Building rivals claimed that the partners behind Surfside Champlain Towers South were receiving preferential treatment when it came to getting through the permit system as the site was being built in 1981, the Washington Post said.

Surfside’s developers had contributed to the campaigns of at least two town-council members, then demanded that the donations be returned when the allegations surfaced, according to the outlet.

Meanwhile, the 12-story tower had been on the verge of undergoing $15 million in renovations to pass a required 40-year certification when it collapsed, killing at least nine people and leaving more than 150 unaccounted for Thursday, the report added.

All of the principals believed to have been involved in the design and construction of the building are already dead, the outlet said.

The developers behind the project had included Nathan Reiber, a Polish-born Canadian who was also once charged with tax evasion and cited for legal misconduct in Canada, the report said.

Reiber, who died in 2014, had been charged with tax evasion by Canadian authorities in the 1970s when he and his partners were accused of skimming cash from apartment buildings they owned.

They allegedly skimmed tens of thousands of dollars from coin-operated laundry machines in the buildings and pocketed about $120,000 from phony construction checks, the Washington Post said.

Authorities later issued an arrest warrant for Reiber when he fled to Florida.

In 1984, Reiber, a lawyer, was cited for professional misconduct by the Law Society of Upper Canada for evading the tax-evasion case, the paper said.

He ultimately settled the case by returning to Canada and paying a $60,000 fine.

In Florida, Reiber and his partners were then initially unable to begin construction of the condo buildings due to a 1979 moratorium due to faulty sewers.

The developers agreed to pay half of the $400,000 tab for the sewer repairs on the property and were given the green light — sparking anger from rival developers whose projects remained stalled by the moratorium.

The rivals complained Reiber and his team got preferential treatment.

The following year, the Champlain developers asked two local council members to return their campaign contributions amid accusations that the company had paid off officials to get the permits.

Nonetheless, Reiber was given the key to the city once the project was done, according to his obituary after he died from cancer.

Reiber’s widow and two of his children did not return calls to the Washington Post.

Two other firms — consulting engineers Brieterman Jurado & Associates and architects William M. Friedman & Associates — were involved in the construction of the site.

Manuel Jurado told the Washington Post that his side of the firm handled electrical and mechanical work, while Brieterman handled structural work.

Sertio Brieterman, the principal with that wing of the company, died in the 1990s.

A former vice president at the architectural firm said the design of the Champlain towers were handled by William Friedman, who died in 2018, the report said.

"It was his project, not mine," said Manuel Tapia-Ruano, the former vice president.

"When I joined the company the building was already constructed," he said. "I don’t know anything about it."

In 2018, the condos were cited for "major structural damage" by a consulting firm hired by the building’s association to conduct repairs.

Engineer Frank Morabito said a "main issue" was poor drainage of a pool deck that sat atop a parking garage at the site.

"Failure to replace waterproofing in the near future will cause the extent of the concrete deterioration to expand exponentially," the report said.

According to the Washington Post, Morabito told the condo association that the work would cost $15 million — and that the association did not respond for 18 months.

The first phase of the work, consisting of roof repairs, had already begun when large parts of the building collapsed around 1:30 a.m. Thursday.

I got an education in the short time
i worked for a home builder about how
shoddy many modern expensive
homes and buildings are built.
I hear people talk about how hard
border jumpers work at their jobs,
but that doesn't mean doodley scoot
if stuff is done in a shoddy manner
or done incorrectly.  If some of those
folks could have seen how their
$500,000.00 home was thrown together,
they would probably crap.  I would
imagine the collapsed building was
probably similarly thrown together.
Buildings built up until about 50 years
ago were built to last indefinitely.
Look at all the old century old buildings
in towns across the nation.

The Planning (Developers) and Design firms (Engineer and Architect), and their principals are currently being publicly excoriated, shamed, and practically accused - because there is dirt on the Developer?  THAT IS STUPID AND WRONG THINKING. 

MARK MY WORDS: it will be shown in the forensic evidence that PLANNING and DESIGN were not at fault.

You can dig up dirt everywhere.  It does not mean that PLANNING and DESIGN colluded to do something that would eventually make the building collapse - just that they got it through permitting and under construction. 

In the meantime, haul EVERYONE down to the courthouse and let the scum bag lawyers fight about it.  In the Press, CRUCIFY EVERYONE.  Point fingers in the media blitz to sensationalize the tragedy and sell advertising.  Never let a CRISIS go to waste.  The Press is BS thinking.  WE ALL KNOW BETTER THAN TO BELIEVE THE FNN's.

It will take third party Structural Engineers (Forensic Engineers), Architects, Building Officials, and Testing Labs to unravel the cause(s).  The building plans must be evaluated against the Construction (Maintenance and Management) practices.  Bad steel, bad concrete, bad construction, bad weather, bad pool drainage that induced settlement, salt induced corrosion, bad MAINTENANCE, bad Facility MANAGEMENT in the face of worsening problems, yes - there is an outside chance of bad plans, details, and specifications, but engineers and architects do not stay in business long that produce these - all of which could be contributory.

There is SO MUCH of the natural world that we don't know or yet understand.  Like airplane crash investigations, this tragedy will be unraveled, studied, and changes will be made.  Will the changes stop political graft?  No!  Will the changes improve building design and construction?  Yes. Will the changes bring the dead back to life?  No!  Will the changes exonerate those excoriated and restore them in the aftermath of Public Shaming in the Media?  No.  Will the Media be held accountable for shooting off its mouth before the facts are known?  No.  Will the TRUTH see the light of day?  Yes.  Will it be different from the Media's portrayal?  YES, YES, and YES.

Immediately throwing dirt and putting ALL of the parties involved in PLANNING, DESIGN, CONSTRUTION, MAINTENANCE, and MANAGEMENT up against the wall to be shot is STUPID THINKING and the cart before the horse, as is ALWAYS THE CASE with the FNN's.

  Some folks enjoy the blame game.. they like to "heap it on" to anyone involved.  Next, some will try to blame the mayor, the county commissioner and the governor !

  After all, we are now in a permanent political season. I expect the architects and engineers involved in the construction did right...

  For heaven's sake, that building has been standing for over 60 years, plenty of time for the owner(s)/operator(s) to have found and fixed or warned folks of any conditions.

  Those complaints are just as feeble (and political), as the charges against Mayor Gulliani after 9/11, that claimed it was his fault, that some fire trucks had problems with radio connections between units..

    Those type complainers are not usually compelled by knowledge, but rather by politics....so they merit little attention.

Well, not that I know, but 1981 (as the report date of construction) to 2021 is 40-years standing.

More interesting would be the personal stories of WHO the people were that lived there.  The missing and the dead.  Who were they?  What did they do?  Who survived them?  How are the survivors doing throughout this ordeal?

Yeah, details are sketchy at present, but fingering the plethora of professionals involved with planning, development, and design is easy pickins for the sleezy FNN's.

So far as I know (and I don't), more likely driven piles.  Probably this Condo is built on pilings driven to a specific resistance, called "skin friction" with the soil, or to refusal, whichever comes first. 

Bedrock is a term used for mountainous, rocky, HARD places.  Florida is limestone (grainstone and packstone) based, of fossiliferous shell fragments and quartz sand cemented together from eons of weathering, water, and soil pressure.

   I talked with my brother, who has many years construction experience in differing parts of the world.  He says as do you, that most often pilings are used.

  However, he also spoke of some way of pouring deep footers that actually splay outward, creating much more "surface" covered in footer.  I don't know if that is so in Florida, or if he ran into that somewhere else.

  Curiously, each area has it's challenges.  He has much Alaskan experience, which presents a new set of challenges, dealing with permafrost and muskeg etc.

  One thing we must remember...  People and corporations often want  structures built where they should not be...but they still demand..  So, engineers and contractors do their best under very trying ..and sometimes near unpredictable long term conditions.

  BTW: The city of Venice, Italy was built primarily on wooden pilings, during the 1500s..and those pilings are just starting to go...so there is a problem..
