As you likely know The big natural gas pipeline was halted under an embargo agreement. Then President Trump opened up drilling and fracking.
This gave the US a great deal of leverage in Europe..and Europe got a big break in fuel costs. The day after Biden took office, he cancelled all the drilling and fracking, and fired the pipeline workers, by shutting them down also.
Following these economy destroying acts, his signed off on allowing the Russians to build their pipeline.
Now, western Europe can bow to Russia's (more expensive) demands..or suffer cold winters. Putin now has great leverage over Germany, Austria, Switzerland, France, Belgium..etc, etc.
The world economy is still run with petroleum, and by the Demonrats shutting down our petroleum dominance which brought on the booming Trump economy and signing for Russia to serve western Europe,
He effectively transferred our big, booming, Trump economy..over to Putin and Russia.. and providing Russia with a great deal more wealth touse for expansonist adventures.
Now do we see who has been "colluding with the Russians" ?

Russia’s natural gas exports are its trump-card in the ongoing showdown between East and West. All of the country’s efforts in destabilising some European states through disinformation campaigns, intelligence and other means appear minor in comparison to the leverage it has in terms of energy.
Some critics are worried that the Kremlin is not only using TurkStream to financially impact Ukraine but also to drive a wedge into European energy security. On top of that the European Union energy watchdog body, Energy Community, said in March 2019 that the new pipeline will hurt competition in the region.
