Let's look at this ...

 Sometimes I think good stories are concocted..sound logical...at first, then daylight breaks through.
  Below, see a "picture story' that appeared on my FB page. It claimed that fugitive slaves devised and prepared hush puppies, as something to silence watchdogs as the sneaked through.
     
   Let's think it over..you are a fugitive, sneaking up the river by night..  Big dog comes out and starts barking..so you toss him this delicious morsel.
     Does big dog in gratitude, take the nugget and walk off satisfied ..and quiet? 

  Or does that same dog gobble up the tidbit in 4 seconds...and then come out to tear you a new one?
 
  Incidently..in Iraq, at least one Spec Ops NCO, carried an Ontario katana slung over his back.
  He used it during night ops, while raiding insurgent "safe houses".  He called it his "hush puppy"..more effective...and more permanent !

   That NCO was my grandson's squad leader during his first deployment in Iraq..  It was during the "surge' of 05 and 06..

   That explanation sounds a lot more logical.  I have little doubt a runaway (of any nature) may have carried them, for convenience, so they didn't have to cook along the way.
   Much like Indians when on the warpath or travelling fast, often carried parched corn or pemmican.

  My late brother's good friend Jerry Clower, used to talk about making "dog bread" when he was a kid.

   Anyone have a handle on dog bread?

  just used flour & lard.
