Russia's halting progress in its invasion of Ukraine has puzzled Western observers and analysts, but a senior Pentagon official told The New York Times on Tuesday that Russia's forces, plagued by low morale and food and fuel shortages, have suffered mass surrenders and self-sabotage by conscripts who "deliberately punched holes in their vehicles' gas tanks, presumably to avoid combat."

The Economist's Shashank Josh said a Pentagon source told him "with certainty" that Russians are sabotaging their own military vehicles.

U.S. and European officials said this mix of logistical failures and internal vandalism might explain why a 40-mile convoy of Russian military vehicles from Belarus has slowed to a crawl some 20 miles north of Kyiv, making it a target for Ukraine's armed forces, the Times reports. Other officials explain Russia's slow process by pointing to to stiffer-than-expected resistance from the Ukrainian forces and their surprisingly effective air defense, or suggest Russian commanders are just regrouping and calibrating their strategy.

But Ukraine is celebrating what wins it can over the much larger and more powerful Russian invaders, tactically or in terms of public relations. Ukraine's National Agency for the Protection Against Corruption (NAPC) tax agency, for example, said in a press release Tuesday that Ukrainians don't have to declare Russian tanks and other equipment they capture from the enemy, according to Ukraine's Interfax news service.

Under martial law, Ukrainians with real combat experience will be released from custody and will be able to compensate for their guilt in the hottest spots.

Ukrainian prisoners with combat experience will be released from jail and allowed to serve their debt to society on the front lines of the conflict with Russia, President Volodymyr Zelensky announced Monday.

Ukraine's leader, who has gained plaudits from around the globe for his response to Russian aggression, said inmates will be able to 'compensate for their guilt in the hottest spots', in a presidential video address this morning, Daily Mail reports.

"Under martial law, Ukrainians with real combat experience will be released from custody and will be able to compensate for their guilt in the hottest spots of the conflict," Zelensky said.

"We have taken a decision which is not easy from the moral point of view, but which is useful from the point of view of our defences.

"The key is now defence."

Zelensky also made an appeal to the European Union to grant his country 'immediate' membership as part of a special procedure in the face of the Russian assault.

The Ukrainian leader - a former comedian who came to power in 2019 - released his latest video statement as Russian and Ukrainian negotiators prepared to sit down for their first face-to-face talks since Russian leader Vladimir Putin ordered troops to invade last Thursday.

"We appeal to the European Union for the immediate accession of Ukraine via a new special procedure," the 44-year-old leader said in a new video address.

"Our goal is to be together with all Europeans and, most importantly, to be on an equal footing. I'm sure it's fair. I'm sure it's possible."

He said 16 children had died during the first four days of Moscow's assault and another 45 were wounded as he hailed 'Ukrainian heroes.'

The UN's human rights chief Michelle Bachelet said Monday that at least 102 civilians, including seven children, had been killed but warned the real numbers were probably far higher.

"Ukrainians have shown the world who we are. And Russia has shown what it has become," Zelensky said.

I would hope so. I  am skeptical about this "war", usually you see massive air defense artillery fire when cities are under air attack.  Also huge artillery barrages prepping and area before sending in the tanks and infantry.

his lack of bombing might be for three reasons. First most of the time when heavy bombing happens its against a military target and theres very little of that to bomb. He might also be trying to mitigate his alys having to condem him for leveling citys full of inocent people and third might be he wants what he takes more intact because he knows what he destroys he will have to rebuild to use it himself. Some recent drone footage did show that Russian convoy in a state of complete disarray along the road. It looked like it did during the escape of Baghdad in the gulf war.

I think they are staging the troops.  They aren't being shot at there, and when the real war kicks off they can be on their objectives in a short time.

Ukraine needs some special forces to use hit and run tactics in the countryside along the roads to use rocket launchers, or mortars to hit the convoys to slow them to a crawl.  Then disappear and hit in another area.  Like hit them right after dark, travel at night to another location or road, hit them the next night.  Hide out in a farmers barn or woods and sleep during the day.  With enough of this going on, it will frustrate the Russians.  This is what the Afghans did.  They have ponchos now that hide body heat for night use.  We should be supplying them with those and rocket launchers. 

In cities hide in buildings and when they come in, hit them with snipers and rocket launchers from multiple windows, then flee before they can get their cannons or rockets elevated.  War of attrition.  Make Russia pay.
