22 Hornet and 25 ACP conversion-Question??

I have been reading below about these conversion options for the T/C Encore and Omega?  Very interesting.

My question is this.  Are there any rules, either state or federal, in which this conversion would make the gun not legal for traditional muzzleloader seasons?

Not Federal-- but if the regs say "#11 or musket cap only"-- you are sol, but likely can't use an Encore or Omega anyway.
