It is a tool, which has it's place even now as a door breaching tool.  Even us in the QM had a shotgun in the arms room, though never found out who it was issued to or it's purpose.

The Germans were certainly hypocrites.
A good machine gun and operator was as deadly as a shotgun and at longer range too.
Not to mention flame throwers.
