I have had this barrel for 15 or so years. Bought it for my son who was thinking about hunting in Alaska. He never did. I still have the barrel. I had fired  a few shots when I put a scope on it. It has sat since then.
I took it down the other day and put it in the Encore frame. I have a box of cartridges that had loaded up when I the barrel was new.
They would not chamber…..,the belt on the case will not slide over the extractor. They used to work.

Did You Full Length Size or Neck Size when You Loaded Em?

my guess is you need a set of small base dies or really give it hell camming over your press when you size. Also make sure there trimmed to proper length

Pete if I remember correctly there is a small spring under the ejector that is probably frozen up. The ejector should be able to move down then spring up with light finger pressure. Give that a try and I’ll get back to you on this. Errr, extractor

Took mine down and there appears to be a small roll pin holding The extractor in. You may have something under the extractor. Since mine is working fine I’m not driving it out to see if there is a spring or if the extractor itself is the spring. I’d oil it well and let it sit first if I were you as it needs to spring downwards to accommodate the belt...

Thanks for the helpful advice. I FL sized them when I loaded them. They were new cases a few were once fired. Did Not think about trimming the length since they were new. Maybe a mistake.
I will check the extractor movement later tonight. Won’t be able to check chambering again until the weekend.

Yessir it was a mistake
Just call it a learning experience and
measure all cases to be loaded in the
future. I've been called some nasty names
by others because of my meticulous
checking everything twice, but I never
have jams or misfires in the hunting
field. I have been finding more cracked
and pinhole cases lately because I do
check carefully. I've been told that the
newer cases are not as well built because
of the rush the manufacturers have
been in the last few years, but I don't
know that for a fact

Well....it is still not chambering. I did as suggested and oiled the extractor. I may have to take it apart. See the picture. Hangs up on the belt. If I put a thin lever in there, the extractor drops and the case slides in.

Give a push on the head/ back of the case and see if it pops/slides over the extractor. You also need to use the same force to remove the spent case. There are other fix’s to this problem that I won’t expound upon as I have no direct knowledge. Problem is in the springing and belt sliding over the extractor.

Also if that is as far as your frame opens, that is your problem...

I believe your problem has to due with your extractor. You will have to drive out the roll pin and check it out. Could be crud or a problem with the flat spring? As I have read.

Mule: That seems to have been the cause of the problem. I took your advice and removed the extractor with it's little flat spring and cleaned it. Reinstalled, the cartridges chambered properly.
