  It appears Putin is stalled tactically, but gaining strategically.  It* appears he is stalled in the Ukraine..but gaining in his aim to break up NATO..

  So far as citing Scott Ritter, I had negative vibes with him in the 90s..and he hasn't done much to improve that view..
