 1) Should laws be enforced that deny vehicle usage to those who misuse them and disobey traffic laws?

Ummmm, that's already on the books, and people STILL drive on suspeneded licenses, or with DUI's hangin' over thier heads.  Push something like that, and there'll be NOBODY driving anywhere, as I would wager that EVERYBODY violates the posted speed limits at some point.

REALLY!?  Are you that blinded by your own opinions and prejudices?  Where would that thought process stop?  When the 2nd Amendment is also gone?  Maybe after the entire bill of rights is buried? (I'm not suggesting that driving is a right.)
