  New law introduced, says a "student" that misbehaves, cannot be kicked out or suspended.  Some teachers on Newsmax said it works like this;

    If a student throws a desk at a teacher, there will be no suspension.  Instead the teacher must take the poor darling aside, and ask him/her
   how they think their classmates feel about that..or better yet, how the student  himself feels about it.
