NOT!  PHFFFFFFFFFFFFFFFFFFFFFTTTTTT!!!!!!!

All at 100 yards.  5 different bullets and weights.  I think the back of the target is even more telling:

I realized everyone now and again gets a rifle that has problems and won't shoot well, but I don't forgive the lip service I feel I got from H&R.   The test target they sent me when they returned the rifle may well have been from a .243, but I don't believe for one minute it's from this .243.  I would have much preferred them just telling me there was nothing they could do.  But, it's fairly obvious they didn't do anything at all.  This will in all likelihood be the last H&R/NEF that I buy.

Sorry to hear about the trouble with your NEF. I have had eight of them with near perfect performance.
shot placement is everything.

Sorry you can't get that thing to work Warthog my .243 handi will shoot 100yards under 1.5" with almost anything I put thru it, it really likes the 58gr V MAX and the hornady 100gr round nose. I dont know what to help you with but one thing I've done was only tightened up the fore arm screw enuff to hold it in, and when I shoot for groups I only rest it on the reciever just in front of the trigger guard. Good luck. 8)

Warthog, What do you think is making it tumble rounds like that? Call H&R and tell them see if they'll take it back and give you a brand new barrel. They usually are pretty good on service. They should be pretty good at it by now tho, huh? :)

warthog your pictures didnt show up,i would like to see them.

two years ago i had a poor shooting 223 handi rifle barrel and i sent it back in.they sent it back to me and said nothing was wrong with it.this barrel would shoot 2.5 inch groups on a good day.most of the time it was about 3 to 4 in groups.i went around and around with them.one day i had enough of the BS dealing with them.i packed the barrel up and sent it back again and told them to shove it.i sent a letter to the plant mgr there at NEF and also sent a letter to Marlin telling them about the problem.about a week went by and a fellow from Marlin called me on the phone.this guy from Marlin helped me out and made it right with me.they do want happy customers.i will look for this guys name at Marlin if you would like.i think he can help you.let me know what you want to do.do it by PM because the Marlin man doesnt want his name out

ps,i would like to see those target pictures

I can't see either pic for some reason, but hear this.  I had a Buffalo Classic that shot as bad as your 243.  I tried all sorts of loads through it and it shot patterns, not groups.  I called NEF and explained what I found.  For one thing I had slugged the barrel and found it was several thousandths tighter just past the chamber than anywhere else in the barrel.

I believe the bullets got resized just out of the chamber and the rifling in the rest of the barrel was useless after that.

I sent this info and the gun back asking for a new barrel.  Well it took some talking and a call to the Pres of Marlin and I got a new barrel.  The delay was a supposed breakdown of ventilation equip on the indoor range.  This went on for a month until I called.

NEF said they couldn't test my gun till the range was fixed.  I guess the Pres of Marlin didn't agree.  Anyway I got a new barrel and that baby could shoot anything.  It gave me 3/4" groups at 100yds with tang sights.

My point is, first call NEF and ask what ammo (factory?, brand, bullet weight etc.) they shot on your "test target".  Next, ask if they did anything special as far as holding the gun (sand bags, machine rest, etc.).

If they tell you all this and you still cannot group it, have someone else that is a good shot, (not saying you are not, just a second reference to them) and if it still flips bullets of the same make they claim to use, send them the targets and ask for another barrel.

I had a friend at the range that swore his new Remington 700 7MM Mag, was crap cause he couldn't get better than 4-5" groups with it and blamed the gun.  He went through about a box an a half of ammo to try to zero it.

Another friend that was helping him asked me to shoot the gun.  I easily got 1 1/2" groups.  I think he was flinching badly.  Not used to the 7MM since it kicked a lot more than the '06 he used to shoot.
God, Family, and guns, in that order!

Thanks for the comments and suggestions.  lik2hunt, when I sent the rifle in, I specifically asked them to check the crown.  That's the only thing that I know of that would cause a bullet to tumble like it's doing.  Do you know of anything else to check?  The forend is tight and has rubbed the bluing off the receiver in front.  I asked them to replace the forend, but they didn't.  Could that be part of the problem?  jeff223, the different rounds are Fed 70 TNT, Rem 80 SP (what H&R said they used on the test target), Fed 85 BTHP, Win 95 BT, and Win 100 PP.  I'll send you a PM for the individual's name; thanks.  handirifle, I'll certainly try your idea of letting someone else shoot the rifle and maybe watch me while I'm shooting.  Maybe there's something I'm doing different with this rifle that I haven't done with the others.  Good thoughts and suggestions, all.  Thanks again.

jeff223,  the target has one bullet each from the list I posted.  There are two Win 95 BTs holes.
