I'm pretty sure I saw a clip of her on a Fox News show saying that. Not 100% sure but that's sure what i think I recall were her words. She definitely said the part about who would want an elderly woman of color to pee in a cup. I think it was the full statement in this thread.

From her statement, I would surmise that she just missed the IQ test by a little bit.  Her IQ went down the drain--a long time ago.  But that assumes she ever had one.
