.451 conicals too big

I'm making conicals for muzzleloaders with a .451 bore, and have noticed that the .451 bullets after knurling for grease are a bit hard to load....and the .447's load quite well but have sloppy groops in most rifles.  (White's excluded)

I'm about to order some new dies and was wondering just what size you thought might be the best....I'm leaning towards .001 under...or a max of .002.     Anyone care to speculate on this?
The older I get the better I was!

Mark, Do you resize tthe bullet after you knurl and lube it to the correct dia. What do you use for a swage lube?  When I knueled my 38 bullets I had to resize them to proper dia
