What would be a good buying price for a used Lyman and a Star Lubesizer? I've got a chance at one of each, but don't want to get ripped.

Unless both come with dies & punches, I wouldn't pay more than $50 for the Lyman or $125 for the Star.  The Lyman is commonly available on eBay, and I think the Star goes for about $175 new.

A Star, in like-new condition with a like-new price.  Note that it has been up for auction for over 5 days and not one bid yet.
