I have an Uberti 1860 cap and ball revolver. With much use over the years it has become loose. Is there any way that the steel frame can be tightened up to stop the cylinder from rattling?

The cylinder is supposed to have some play as there needs to be a gap between the cylinder face and back of the barrel, unless it's excessive.
You might want to try installing a new base pin.  I'd suggest also turning in the wedge screw and tapping the wedge in a little further to close the gap up, but it will also make the gun shoot even higher than they usually do.

Really depends upon what is loose.  If the cylinder pin is still tight, things will be easier.  A new Wedge from VTIgunparts.com will maybe do it.  This is part number 000004 (4 on the exploded view) If the cylinder base pin is loose in the frame, the retaining pin (part #23) will have to be drilled out so you can unscrew the cylinder base pin and either clean and locktite the threads and replace it, or order a new cylinder base pin (part number 21) and fit it.  After drilling out the locking pin, the best lock replacement is to tap the drilled out hole for a #6-32 set screw and install that to lock the arbor.  Look at the VTI gunparts exploded view to see the parts involved.  You might go so far as to replace the cylinder too.  Depends on what's worn out.
