Hunter rifle rule question

I have a rem 700 bdl sporter rifle, the person I bought it from put a boss on the barrel, it is the closed boss not the open muzzle brake type. My question is would it be legal for hunter class with this boss on the rifle?

3.1.1 (e): A factory tuner that does not act as a muzzle brake is permitted.

AFAIK, you may use any 'factory' produced tuner on any HP rifle. (IOW, anything that anyone else can readily buy.)
The proscription against tuners is specific to SB rifles and doesn't affect your 700.
You must still meet the max 26" overall length restriction, including the tuner.

I looked at the boss and there is no markings on it so I can't prove its a factory offering other than it looks like one. Do you know how I can get a copy ot the rules.
