Why do they make all these drop in barrels 21" long. I realize a .22 is ballisticly optimum from a 16" barrel but would a little more length and weight forward be nice?

Maybe, in that particular rifle, but not necessarily. When I had my first HP standard rifle built I went overboard on muzzle weight. Next time I'll go for better balance. I would enjoy hearing what others think about weight distribution.

The rifles that Marvin Pearson is building out in WA are decidedly muzzle heavy and he's building them at a prodigious rate for the people in the northwest.

Keith Cairns, however, has a somewhat different take on the idea:
He feels that muzzle heavy rifles hold somewhat better....until you begin to tire a bit. Then you start fighting the rifle and everything goes south -- especially toward the close of larger tournaments.
His equipment balances forward, but not radically so.
(I've noticed that the ISSF types seem to be trending the same way.)
Hard to argue with Keith's track record...

I'd suspect that the Liljas are 21" because they're designed for the stool shooters.
