I've been trying to figure out a way to participate in the NEF Barrel Accessory program from Saskatchewan. Everyone I've talked to says it can't be done, even H&R because of the laws between the two countries.
I thought that this was going to be a "Canadian Firearms regulations are screwing this whole thing up" kind of situation.
I was wrong.
I spoke with the Chief Firearms Officer here in Saskatchewan and was told that getting a new barrel for my Pardner shotgun shouldn't be a problem. If the new barrel was of a different gauge I'd have to amend the registration but if it was the same gauge (I'm looking for a sabot slug rifled barrel) there shouldn't be an issue.
All I'd have to do is ship the parts (receiver, stock, forearm) by Canada Post and there should be no problem getting it to NEF/H&R. He also assured me that once it came back to Canada Customs I shouldn't have a problem either because it'd be a registered firearm and I might have to pay some duty on the new barrel.
The hold up, he figured, would be with the export license that the US State Department requires of the manufacturers there. NEF/H&R would need to get an export permit to ship it out to Canada (because parts of firearms, firearms and scopes etc are required to be tracked by the State Department when shipped out of the country).
So if you're a NEF/H&R owner wanting to use the Barrel Accessory program it's time to email them (hr1871@hr1871.com) and tell them that they need to get the State Department export people on their side so they can offer this program to us.
