Used NEF 30-06 SPR with 22in barrel with a SIMMONS 2.5-10X PRO SCOPE.  It  is in excellent condition with a wood stock.

Price $265.

I would think so. I saw a .223 NEF youth rifle for $200, used in a sporting goods store, no scope.
Ohhhh, I hate when that happens

Might be a little high but the NEF holds it "selling" value pretty well. I'm not familiar with that power scope in the simmons. It's not a bad price for scope base, rings and that power scope....Ya might check to see if it belonged to a guy named BigMortie though...it may  be a high milage unit... Ya might start out and offer a little less or throw in some ammo ta boot... :-)

Here's how I figure it:
New 30/06 Handi $200 (stained Beech stock, not laminate)
New 2.5-10x50mm Simmons Pro50 $70
(if that's the scope, do you want something that big and heavy?)
Rings $20
Total value new $290.

You're not even getting 10% off for used by my calculations.
I'd just get new, especially if the scope isn't your first choice. (if the scope says "made in Phillipines" it is a pretty nice scope, but I have seen them for as little as $70)
