Can the rifles be changed out to pistols and vise versa. I was woundering if the actions were the same and you could just change out barrels and stocks to pistol grips.

Yes, Same frame for both. Just be careful about barrel length with the rifle. Minimum 16". KN

Do a search for this topic I believe there are legal issues from the ATF concerning changing a rifle to pistol. But from what I understand you can change from pistol to rifle. It all depends on how your frame was registered. Maybe someone else has more information on this.

KN is correct.....You can switch your pistol grip to a rifle stock, but be sure to change your barrel to a rifle barrel too (16" minimum). I once thought that having a rifle stock on my Encore (15 1/2" barrel) would be really cool for hunting until my good friend (who is also a game warden) explained the laws to me.
