Mystery solved!
The powder in the cases is a surplus powder, wc820 powder, winchester cases, Magnum pistol primers, and a 210gr JHP hornady bullet.
The reloads were manufactured in 1988.
Again, thanks for the tip, and thanks to all that helped in the search.

A PA native clued me in on another area code to try, and that connected me to the ammo manufacturer. He gave me the recipe.

Good deal on your find!  Back in ’88 the lots of this WC-820 powder maybe were “load with H-110 data” so one could approach the 20 grain mark.  My particular lot (47320) loads using AA#9 data, and I really don’t attempt to get to H-110 weights.  When I purchased it a few years ago, I had high hopes of it being a substitute for H-110—no way was that to be—at least not safely!  Nevertheless, this powder is available from surplus powder suppliers but be careful of the burn rate.  Good-luck…BCB

do i get the prize for guessing! Like was previously posted use aa9 data for wc820 Accurate arms is just a distributer for surplus powders and my guess is that its the same powder that aa9 is. Ive used it interchangably for a while. Now that my aa9 stash is used up i sure wont pay the price that they want for it when wc820 is available at half the price. Ive had real good luck with that powder. Its accurate and burns clean. Some of the best mag level loads i have are with wc820. There selling a faster version called wc820F that burns like hs7 that ive been playing with alot lately ive had real good luck with that one too.

Lloyd, I'm shooting WC 820 and WC 820(f), too, and am very well pleased. 18 grains of WC 820 works very well under a 180 GC in the .357 Max, and 10.5 grains of WC 820(f) under Lee 429-255-SWC is the first plain base bullet load that has given me decent  accuracy in my Marlin 1894 .44 Mag. That rifle has given me fits looking for a plinking load although it shoots very well with gas checked full house loads.
