I have never used the small actions like the 308 are built on. You must lift your head off the stock to cycle the action on a big case because the bolt comes back and will hit you in the face.
As far as cycling that action quickly, it not "easy" but can be learned. In the Professional Hunting Academy one of the marksmanship requirements to pass was 3 shots in ten seconds and all must hit the 4" square target, inside the black. On the line or edge was a miss.
These targets were set up on each side of a road. One on the left at 30 yards, one on the right at 20 yards and the third on the left again at 10 yards. Sounds easy til you have a government official with a stop watch and you are at the line with 50 people watching you! The gun must be at your side with the safety on when he says "GO".
I used a full house load 375HH to pass this with, all the people being tested were required to have 30/06 or larger cartridges. Only a couple people struggled but 22 of the 23 passed this segment. So it can be done, but it's gonna take a lot of shooting practice. Oh and let me mention this. The shooting practice is by a huge margin easier then standing and being tested in front of all those people!
