This might sound dumb and I don't mean to try to insult your intelligence but at 50 yards you are shooting 15" high? Have you perhaps tried going the other way with the scope adjustments?I have gotten my mind turned around when adjusting a scope sometimes and gone the wrong way.15" at 50 yards just doesn't compute.
Try boresighting it with the rifle firmly fixed so that it doesn't move.Move your crosshairs to see how close you can get that way.
The only other thing possible is a bad mount.
I am interested in your solution to this.I'll be checking back on this post.

Try to bend the barrel down just a hair  :D , just kidding. It sounds like you need taller rings.
Ohhhh, I hate when that happens

Do what I recommend to everyone. Use Burris Signature rings and buy you some offset inserts. They will easily fix the problem. I just recently bought a new TC Classic .22 RF and it was shooting 11" to the right at 25 yards. I used inserts in both rings and brought it almost to zero without even having to move the scope. I do not like a scope that far out of optical alignment.

If you tell me. the distance from center to center of your scope rings and the exact distance to the target, you say 50 yards. Did you measure it?

I will tel you how much shim you neeed to elevate the front ring.
But you should first fire the gun again with the elevation adjustment in the center of its range. Then when you shim tyhe base you have adjustments both up and down and at the same time your x-hair will be in the optical center of th scope. That is the best place to have the x-hair with the least optical distorsion.

A rough estimate with the scope rings ctr to ctr of 4" you would need 0.100" under the front ring to raise the impact br 15" at 50 yards. That is a lot of shim. If the rings are 4.5" ctr/ctr you would need 0.112".

Something is way out of whack in either the scope or the rings or the barrel contour, and  with that amount error the Burris Posiline rings will not have enough excentricity either, the largest ones the make are .020"
that would not even be halve enough.

One other suggestion, my boss did this a couple of years ago:
Is the scope canted 90 degrees so that the elevation turret works sideways and the windage turret moves the crosshairs up and down?

I had that same problem with my Ultra 223 . I turned out that the Tasco target scope had got bumped and had bent the obj. bell down almost to the barrel. I pried it back up with a screw driver to about were it should be,and re zeroed it again. I worked just fine until it got bumped again. I finally got tired of it and took it off,and the problem was solved.  It was one of those cheaper Tasco target scopes and the tubing was very easy to bend. Digger

What scope are you using.  Maybe it is a bum scope.  I used the same rings on my 223 UV and had no problems.
