Does anybody know if you can ship a contender frame to an individual if the frame is totally stripped, no stocks, grips or anything and all the internal parts are packed and shipped seperately.

Because the frame is the controlled serial numbered part, it is treated just like you were sending the complete gun. It's best to get information directly from the source. See:

I just went thru this with my FFL dealer the other day. I had to ship a modern rifle but he gave me the education anyway. A handgun has to be shipped by an FFL license holder. I believe UPS won't ship it any other way. I have my C&R FFL but it doesn't count for handguns. I can ship a modern rifle as long as it goes to an FFL license holder. I can ship a C&R gun to another C&R FFL license holder. BigBill

Your FFL wasn't quite right. The shipper doesn't have to have an FFL, but all non-C&R guns must be shipped TO an FFL holder. The single exception is that if you ship a gun to an FFL for repairs, he may return it directly to you.
