Nope, that's not gonna happen. The 35 Whelen is too long to fit in that action, for starters. The 35 Whelen is usually loaded with spitzer bullets, which is a no-no in a tubular magazine, even if the action length works. Other modifications would also be needed for the differences in case design. If you want a lever action 35 Whelen, the best choices to build it on would be the BLR or the Winchester 95.
If you want more power, and a .358" hole in your muzzle, the 356 Winchester would be the only realistic choice for converting your Marlin. The 356 is only a good choice if you're a handloader, because it's not a very popular cartridge, and factory loads are limited.
