it means to make sure the "holes" of the rings are perfectly in-line with each other, by "honing " or lapping them with a single tool that fits through both at the same time.  it will take off high spots within the ring.

you should check the edges of the ring, and make sure there are no burrs.  a fine, small round file will remove any burrs that could pinch the scope and or Mar the finsih.

there are lapping tools that amount to a 1" rod witha perpendicular handle.  Lapping compound is applied to the rod and the rod is slid back and forth through the rings til they are smooth.

Midway, Brownells, Sinclair Int'l (and I'm sure a few others) sell the tools. If you don't do this you are bending your new scope  :shock: - think about it!
