i want to load some 75 gr bulits for a 22-250 the rifle is a new ruger mod m77

Before you get into that...what is the twist of that new rifle?  Are you sure it will stabilize a 75 grain bullet?

it has a 1 in 8 twist  i live down in southern nm were we have a lot of wind i wanted a biger bullit to see if i can get a little more stable in the wind but none of my loading books has a load for the 75gr bullit   thanks

I think the Sierra manual has load dope for their 69 MK in .22-250. You might resort to the SWAG method, then subtract another 5%. Seriously, you should be able to cautiously extrapolate a starting load, then work up.

Here is a load I use in my 22-250AI for the 75 grain AMAX.  I recommend you start a bit lower than this as this is a MAX load.

Win brass, fed 210M primer, 42 grains of RL19, don't remember the velocity but it shoots extremely from my 26 inch barrel.
