Would this be doable and possibly by hand? Don't know why but I like to do things like that and theres a lot of surplus around for that cartridge.

I would suppose it would work but I would probably just pick up a reasonably priced Moison-Nagant and have at it. The action of the NEF holds 243Winchester and the like so should be capable of handling the Russian long caliber..

I found a gunsmith that would do it, Lee Shaver at
www.egunsmith.com
. The problem at the time that I was looking into it was that there weren't any stock barrels in the 310-312 arena that the Russian needs. Now that they're coming out with the 7.62x39 and IF they are using 310 barrel blanks instead of 308s it's more doable. It's definately not a hand ream job like the 357 Max was tho because you're not just lengthening an existing chamber you are cutting an entirely new one including a rim countersink (I dunno the technical term for it). I recall Lee saying it was a lathe job. You'd also have to see if NEF offers a rimmed caliber with about the same rim diameter so you can order an extractor that will fit without custom work.
