It can. Just not worth the hassle. You need a special depriming tool but otherwise it's a pretty straight forward reloading operation.

It can be reloaded it is just tha decaping berdan primed cases is PITA. They have 2 off center holes instead of 1 making the decaping job a slow and tedious hand process compared to box primers. The kicker is the box primer used in America is of Europen conception and the berdan primer used primarily in Europe is and American conception. Go figure. Berdan primers are available if you want to put yourself through that torture. CCI blazers are an example of a berdan primed case.

I once bought some RWS berdan primers at a public sale and it was a pain in the ass to deprime those blazer cases. I still have a can of those primers sitting in the drawer of my reloading bench.
