put it on a howa 1500 .243,base,rings are tight,had it at one time 2 1/4" high at 100,i wanted it at 2",so i moved it down 1 click,which should have been 1/4,wel next two shot 3/4 high at the target?how did it jump that much?from 2 1/4 to 3/4?

Maybe it was a flier?  Maybe just a high shot?  The same thing happened to me a couple of times (not with the Monarch, but with another scope).  It wasn't the scope's fault, but rather just a flier.  When I shot groups, it was evident that it was just a flier.

Can't imagine what else it would be.  Honestly don't think it would be the scope itself.  Try it again and see what happens.
