Winch Problem

I have this problem with my winch, it is a 2000lbs Warn and what happens is sometimes when I turn the Rocker switch, the winch doesn't function.  I changed the rocker switch from one that mounted on my front rack to a rocker switch that mounts to my handle bars and the same problem exists.  The winch usually starts to work after 5 minutes but I am confused???? (And a little pissed when I am stuck in a mud hole)

Any advice would be appreciated

Probably the relay, to check it, put the power straight to the terminal on the winch when it is not under load. If it works every time, it's probably the relay that's bad.
