Here is a couple of groups from my pencil barrel ruger 204 ultralight.  All I have done is fix the trigger

What ammo are you using?
Is the barrel broke in?

Looks a bit loose?  Are you kidding?  I'd be very pleased if my Ruger 77 ultralight in .243 shot that well!  About 1 1/2" is all I can get out of mine.....

HI guys, I have not been in the ruger forum in awhile.  To answer your questions.  I have broke in the barrel. I probably shot 200 rounds through it.  The first 15 rounds, I cleaned after every shot with JB's and Kroil.  The factory 32 grain Hornady shoot good as well as my handloads with 32 grainers and Varget.  Something I thought was strange,  the point of impact was about the same at 100 yards.  According to load books the varget load is about 250-300FPS slower than the factory 32 grain Hornady?
