Yup. Clean the chamber up good after with an oversized brush. The .38 Special rounds leave deposits of carbon, lead, copper, lube, whathaveyou at the end of the case. In the short run this build up can make a .357 case unable to chamber or lock it in the chamber after firing. In the long run, corrosion can occur under the deposit. Clean it regularly and the build up does not become a problem.
Accuracy varies by rifle. Some like .38 Specials and some don't. My rechambered .357 Max loves wadcutter loads and reliably puts them into 1"-1 1/4" at 50 yards
