One which has a pin holding the barrel to the frame, opposed to it screwing into the frame.

Like the recessed cylinders, it was the older more expensive way of doing things when guns were made mostly by craftsmen rather than CNC machines. The P & R (pinned and recessed) older Smiths will bring a premium in certain calibers/models. However, other than aesthetics, from a shooting standpoint it does not seem to make much difference.

Aren't pinned barrels actually screwed into the frame first and then pinned?

Yes, this would be a good solution to the SBH problem of barrels backing out of the frame.
