New shotgun rounds - DD exemption?

One subject for discussion elserwhere has been the possibility of developing a rimless shotgun round or two.  The concepts are pretty diverse, but I've had one question on the mind -

To those of you familiar with getting Destructive Device exemptions for big game rounds over 50 caliber, what does it take and what does an exemption apply to?  Does it apply to bullets of a certain diameter that you can then fire out of any cartridge, or does each different cartridge have to obtain this sporting purpose DD exemption?

For example, does the DD exemption apply to all 0.577" bullets or only to the 577 Tyrranosaur round?  And if I wanted to develop a 12ga rimless round, would I have to get it approved as a non-DD, or would the fact that 12ga is already an accepted sporting cartridge allow me to make any shotgun cartridge with a 12ga bore?

I'd really like to know more about how this works, thanks!
