Cotton balls?

I'm a shooter, but not a hunter. I've got 50-plus acres of woodland in Maine that's been in my family forever (well, at least since 1827 ... that's when my house was built).  Local hunters have been using it for years, and I see no reason to stop that; there's a lot of deer on the property, some turkeys too.  Last few years, I've been finding cotton balls hanging from branches along the trails ... not a lot, just a few, here & there, usually on string about a foot long.  I'm assuming this has something to do with scent marking or some-such.  Can anyone clue me in?

Yes, they can be used for either of those two options. Most likely for deer scents. Sometimes we use plastic film cups and put the cotton ball in those, that way we can recycle the cotton.
