I made one up by cutting the head off a nail and putting it in my elec. drill and using a flat file turned one end down to fit a primer hole. Used an old socket that the case would fit into, as a base.

Lee makes a universal decapping die:

I have also done as Gun Runner suggests, making a decapping rod, setting the case in an old socket, dropping the decapping rod into the case and whacking it with a mallet to pop the primer out.

Or, you might want to invest in a Lee Loader for $20 in the appropriate caliber.  It works like Gun Runner's idea, and you can use it in the field to reload your brass.
