I am not refering to Cowboy hats in particular.
One of our club members is a fanatic about folks wearing hats.

We have Brass Rats at our shoots.
These are kids that pick up brass for us old timers between shooters.
We pass the hat and they split tips.
They make out quite well most of the time.

The individual in question harasses them unmercifully if they do not wear a hat.
It is not an issue of period correct or cowboy image as they are wearing bright yellow Tee shirts with "BRASS RAT" printed in black.
Some of these kids don't want to wear a hat.
In addition he has attempted to DQ a shooter for going hatless.
We pointed out that SASS rules do not in fact require a hat.
Is there some safety rule some where of which I should be aware?
Over the years I have invested most of my income in old whiskey and young women.
The remainder I just wasted.

Nope, hats aren't  required. The main advantage to a hat, is it keeps the hot brass from going down the neck of your shirt. OUCH That smarts! :-D

Heyya

              I agree with Jax.  There is no rule requiring the wearing of a hat.  The thing that irsk me the most about the gentleman you describe is the kids.  Here we all know that the future, to some degree or other, of SASS shooting relies at least in part on juniors in SASS who grow into adults in SASS.

              Sounds like someone, or several someones should tell this guy where the cow ate the cabbage.  JMHO.  If this guy isn't foolin around, or trying to be funny, and he is seriously getting after the kids then he is wrong.... and there is no reason for it, other than his need to be the hat police.

              I think every club has one or two individuals like that.  Not all of em are older either, they can be spread across the age spectrum of SASS members.
