This may have been a viable practice back after the World Wars in order to use military ammunition to harvest game since there was precious little sporting ammunition available and what was cost a lot. However, these days anybody can run down to Wal Mart and pick up a box of proper hunting ammo for a few bucks to shoot their deer with. If we're going to shoot game we at least owe it to to them to kill them as cleanly and painlessly as possible, and it just doesn't make sense to try to save a few pennies messing around with military bullets trying to make them expand when real hunting ammo is so plentiful and cheap. If you want to file the points off a few bullets and shoot water filled plastic jugs, go for it. But please don't do this on game animals.
